Dr. Mohamed M. Ahmed is an Associate Professor in the Department of Civil and Architectural Engineering at the University of Wyoming. He received a Bachelor of science in civil engineering from Al-Azhar University, Cairo, Egypt, and Master of science and Ph.D. degrees in transportation engineering from the University of Central Florida. Dr. Ahmed has more than 17 years of practical and research experience in the field of transportation and traffic engineering with a focus on traffic safety. His research interests include traffic safety analysis, Intelligent Transportation Systems, Connected Vehicle, Naturalistic Driving, and statistical and data mining applications in transportation engineering. He has conducted various research projects and provided technical assistance to a number of clients including the Florida Department of Transportation, the Colorado Department of Transportation, the Orlando-Orange County Expressway Authority, and the Wyoming Department of Transportation.
Public Relations Specialist, Wyoming Department of Transportation
Cody is a senior public relations specialist for the Wyoming Department of Transportation in Riverton. He also serves as tribal liaison with WYDOT and its focused efforts on saving lives through engineering, education and enforcement on the Wind River Reservation, the home of the Eastern Shoshone and Northern Arapaho tribes. He's an appointed member of the Governor's Council on Impaired Driving and Wyoming Seatbelt Coalition.

Jodi is the Program Manager for the Workers' Compensation Claims Division. She started her career with the Division as a Claims Analyst in 1995. She left the Division to relocate to Portland, OR, and returned to the Division in 2001. She worked as a Claims Analyst until 2011 and as a District Manager from 2011 through 2017 when she assumed her current position as Program Manager.
Workers' Compensation Lead Risk Manager, Wyoming Department of Workforce Services
Nichole is Wyoming-rooted as a Cheyenne native and a graduate of the University of Wyoming. She began her career with the Department of Workforce Services in August of 2014, where she worked as a claims analyst for two years until becoming a risk manager in February of 2016. Nichole immediately began leading the Risk Management team as well as contributing to a variety of other divisions within DWS. To supplement her already widespread agency knowledge, and to better serve the employers of Wyoming, Nichole is working toward her Certified Risk Manager designation through the National Alliance for Insurance.

Trooper Bruning has been employed by the Highway Patrol since 2007. Trooper Bruning has been stationed in Casper since 2011, and was stationed in Buffalo from 2007-2011. Trooper Bruning has been a Drug Recognition Expert since 2011, and a Drug Recognition Expert Instructor since 2013. Trooper Bruning is a DUI instructor at both the Wyoming Law Enforcement Academy and Wyoming Highway Patrol Academy. Trooper Bruning is the Central Wyoming Regional Coordinator for the DRE program.

Russ is the new Wyoming State Broadband manager. He brings 25 years of C-level, private industry leadership, including 12 years building and running and eventually transacting western Colorado's largest independent ISP/CLEC, Brainstorm Internet. Russ has served on the Colorado Governor's Innovation Council, the Colorado PUC Telecom Advisory Group and participated in other state boards and regional telecommunication organizations. In the nine months Russ has served as the Wyoming State Broadband Manager, he has introduced a Broadband Grant Program and created a State Broadband Plan and a website/mapping initiative. Russ has built trust with state and national providers by making discussion inclusive, open and mission-driven and has participated in countless community and statewide discussions on improving broadband throughout the vast expanse of Wyoming.

Her primary responsibilities include conducting compliance reviews of property and casualty policy forms and providing technical advice and assistance to the department with regard to property and casualty insurance. Prior to joining the department, she worked for five years as a multi-line adjuster for a national insurer handling claims for liability, auto and homeowners insurance. Penny has been an HR and training professional for more than 25 years. After a career in public education, she made the transition to human resources in 2004. Amanda is a toxicology technical leader as well as senior forensic analyst in drug chemistry. Tom is a senior program manager for transportation safety at the National Safety Council, which is based in Itasca, IL. He is involved in several NSC transportation safety initiatives as car crashes continue to be a leading cause of preventable death, both on and off the job. Scott was born and raised in Worland, and he graduated from the University of Wyoming with a Bachelor of Science in business management in 1998. Deputy Director, Wyoming State Crime Lab
Barbra has been the deputy director of the Wyoming State Crime Lab since January 2018. Prior to working at the Crime Lab, Barbra was the special agent in charge for the U.S. Drug Enforcement Administration for the four-state region of Wyoming, Colorado, Utah and Montana and was employed by DEA for 32 years, working in international drug law enforcement, security programs overseeing physical, personnel and facility security worldwide. Barbra has a degree in social and behavioral sciences and business administration from the University of South Florida.
Labor Standards Program Manager, Wyoming Department of Workforce Services
Kelly is a licensed attorney with extensive employment law experience, and she serves as the manager of the Labor Standards program within the Department of Workforce Services. Prior to joining Labor Standards, she was a senior hearing examiner at the Wyoming Office of Administrative Hearings. In that role, Kelly heard and decided hundreds of contested cases arising between private entities and state agencies. Kelly also has served as a senior assistant attorney general at the Wyoming Attorney General's Office. While there, she advised the Department of Workforce Services on workers' compensation, OSHA, labor standards and employment tax issues. She also argued more than 30 cases to the Wyoming Supreme Court. Kelly is a graduate of the University of Kentucky College of Law and Vanderbilt University.
State Trooper, Wyoming Highway Patrol
Trooper Marc Russell joined the Wyoming Highway Patrol in July of 2011. He is currently assigned as a State Trooper stationed out of Rock Springs, WY. Previously, he served as a Patrol Deputy with the Platte County Sheriff's Office from September of 2007 to July of 2011. Prior to serving in the Patrol Division, he was assigned to the Detention Division from December of 2006 to July of 2007. Trooper Russell graduated from the Wyoming Law Enforcement Academy in March of 2008 as a Wyoming P.O.S.T certified peace officer and later attained his professional peace officer certification in March of 2011. Trooper Russell graduated from the Wyoming Highway Patrol Trooper Basic Academy in October of 2011. Trooper Russell has been a certified Drug Recognition Expert since 2009 and a certified Drug Recognition Expert Instructor since 2010. Trooper Russell is an Academy Instructor both at the Wyoming Law Enforcement Academy and the Wyoming Highway Patrol Trooper Academy. In 2015, Trooper Russell was selected as a narcotics canine handler. Trooper Russell has served as the Wyoming Southwest Regional DRE coordinator since 2017. In addition, Trooper Russell serves or has served as a Field Training Officer and member of the Peer Support Team.
State of Wyoming Traffic Safety Resource Prosecutor, Laramie City Attorney's Office
Ashley is the Traffic Safety Resource Prosecutor (TSRP) for the State of Wyoming. She works for the Laramie City Attorney's Office in Laramie, Wyoming where the Traffic Safety Resource Program is administered with funding provided by a grant from the Wyoming Department of Transportation Highway Safety Program (this grant includes funding from the National Highway Traffic Safety Administration). She also serves as the Senior Assistant City Attorney for the City of Laramie supervising the City's prosecution efforts. Ashley is a graduate of the University of Wyoming where she obtained her undergraduate degree in psychology and criminal justice in 2001, followed by her juris doctorate in 2004. Prior to becoming the Wyoming TSRP in 2013, Ashley was a Senior Assistant and Prosecuting City Attorney for eight years with the City of Laramie. During that time, she prosecuted countless DWUIs, both alcohol and drug related, and assisted in the creation and subsequent enactment of tougher DWUI laws for the City of Laramie. As a prosecutor, Ashley also participated in several impaired driving trainings including the SFST Instructor Training School, DWUI Case Development, Intoxometer EC/IR Certification Training, and the Wyoming Drug Evaluation and Classification Program (DRE). As a TSRP, Ashley serves as a specialized attorney whose primary focus is equipping prosecutors, law enforcement officers, and other traffic safety professionals with the resources necessary to combat impaired driving and other traffic safety issues. To do this she provides education, training, and technical assistance within her state and nationwide. Additionally she serves as both a consultant and liaison to these traffic safety groups by participating in state, regional, and national traffic safety meetings and events. Her work allows her to stay abreast of the common defenses, complexities, and challenges in the traffic safety arena. The ultimate goal of the Wyoming TSRP program is to improve traffic safety, thereby reducing the incidence of impaired driving and related highway injuries and fatalities.

Brian works for the University of Wyoming Extension and is an extension educator based in Laramie. He covers southeast Wyoming and provides agriculture and horticulture education for adults and youth.
Quality Assurance and Investigation Manager, Wyoming Department of Workforce Services
Chad is the Wyoming Department of Workforce Services Quality Assurance and Investigations Manager. After completing a tour with the United States Marine Corps, Chad served as a police officer with the Cheyenne Police Department and also served with the Wyoming Division of Criminal Investigation CJIS unit (Criminal Justice Information Services). Chad has worked with all Wyoming law enforcement agencies, the Wyoming Law Enforcement Academy, Wyoming prosecutors, and non-criminal justice agencies throughout Wyoming. He continues to assist in the development of anti-fraud programs and strives to identify, investigate and reduce fraud. Chad teaches regularly on a variety of fraud related subjects and workplace safety. Chad is a Certified Fraud Examiner, accredited by the Association of Certified Fraud Examiners (ACFE). State of Wyoming Compliance Review Auditor, Wyoming Highway Patrol
Susan is the compliance review auditor for the State of Wyoming. Susan has worked for the Wyoming Highway Patrol since 2011 in the Port of Entry system. Susan conducts investigations on motor carriers who are involved in interstate and intrastate commerce ensuring compliance and helping Wyoming companies better understand the FMCSA rules and regulations. Susan has a passion for educating the CMV industry in order to help reduce the number of crashes and injuries that involve many CMV on our highways.
State Occupational Epidemiologist, Wyoming Department of Workforce Services
Meredith serves as the state occupational epidemiologist at the Wyoming Department of Workforce Services. She compiles information about work-related injuries, illnesses and fatalities in Wyoming to help identify state-wide health and safety priorities, inform policy makers and educate employers and workers about hazards and risks on the job. Meredith has more than 15 years of experience in public health research, surveillance and program management. She holds a master's degree in public health from the University of Colorado and is a member of Delta Omega, the honorary society in public health. She is an active member of several national and regional committees, including the NIOSH National Occupational Research Agenda Oil & Gas Extraction Council and the Council of State and Territorial Epidemiologists Occupational Health Leadership Committee.
Workers' Compensation Claims Analyst, Wyoming Department of Workforce Services
Joe joined the Department of Workforce Services as a Workers' Compensation Claims Analyst in November 2016. He transitioned to the role of Customer Service Advocate in October 2018. As a Customer Service Advocate he provides case support, mediation, training, claim reviews, and general assistance to all parties regarding Workers' Compensation. Joe is a graduate from Colorado State University with a Bachelors in Social Work. Prior to joining the Division, Joe worked in benefit eligibility for public assistance programs.
WIOA Title I Program Manager, Wyoming Department of Workforce Services
Christina is a Wyoming native and has devoted her career to helping others. She has a passion for working with young adults and has worked with youth for more than 20 years in various settings, which include residential treatment centers, Department of Family Services, Job Corps and Vocational Rehabilitation. Christina has worked with the Wyoming Department of Workforce Services for more than five years. She started as a workforce specialist, and then spent two years working with Vocational Rehabilitation as VR counselor and is now currently the Workforce Innovation and Opportunity Act (WIOA) Title I program manager. In this role, she develops policy and procedures, provides guidance to Workforce Center staff and oversees the overall service delivery of the Adult, Dislocated Worker and Youth programs within the Department of Workforce Services. Christina serves on the Employment and Training Committee for the National Association of State Workforce Agencies and holds a bachelor's degree in social psychology from Park University.
Wyoming OSHA Interim Consultation Program Manager

Lauren was born and raised in Cheyenne and is a graduate of Central High School. Lauren has an associate degree in health sciences and is currently attending the University of Wyoming to complete her bachelor's degree in kinesiology and health promotion. She has been with the Department of Workforce Services since 2014, working as a claims analyst for Workers' Compensation. In November 2016, she was promoted to risk manager and is working toward becoming a certified risk manager. Lauren became certified in ergonomics in June of 2017 and has performed several ergonomic assessments. Lauren's past work experience, paired with her claims knowledge, makes her a great resource for the employers in Wyoming.
Special Investigations Unit Operations Coordinator, Wyoming Department of Workforce Services
Jennifer has worked for the Wyoming Department of Workforce Services for 10 years. At Workforce Services, Jennifer serves as the operations coordinator for the Special Investigations Unit. As the operations coordinator, Jennifer is responsible for day to day case management, coordinating contract investigators, establishing priorities, and being a liaison between claims analysts. Prior to being in the special investigations unit Jennifer was the Workforce Investment Act state monitor. Jennifer has given numerous presentations throughout her time with the State to include the 2018 Wyoming State SHRM Annual Conference, 2016 Safety and Workforce Summit, 2014 National Career Development Association's Global Conference, 2011 US Department of Labor Regional Technical Assistance Forum and other local training events. Jennifer earned her bachelor's degree in business administration from the University of Wyoming. She also holds the designation of a Certified Fraud Examiner.
Assistant District Director, U.S. Department of Labor - Wage & Hour Division
Teresa is assistant district director for the U.S. Department of Labor â€“ Wage & Hour Division (WHD) in the Salt Lake City District Office. The Salt Lake District Office has jurisdiction over federal labor laws in Montana, Utah and Wyoming. Teresa began her career with the department in 2000 as a wage & hour investigator, transferred to the community outreach position in 2014, and to the position of assistant district director in 2018. Teresa attended the University of Utah and earned a bachelor's degree in sociology and criminology and a Master of Public Administration (MPA) degree.
Drug Court and DUI Court Program Director, Laramie County
For the past 17 years, Kurt has served as the director for the Drug Court and DUI Court programs for Laramie County and is the coordinator for the Laramie County Veterans Treatment Court. Kurt has an extensive work history and experience in program management specifically targeting the drug- and alcohol-addicted offender. Kurt has served as the president of the Wyoming Drug Courts Association, the chair of the Cheyenne Meth Initiative, and as an executive board member of the Governor's Advisory Board on Substance Abuse and Violent Crime. Kurt is a graduate of Leadership Cheyenne (2013) and recently completed a three-year term on the Leadership Cheyenne Steering Committee. Kurt was the chairman of the City of Cheyenne Fire Department's Civil Service Commission from 2013 to 2019 and is currently a board member for Legal Aid of Wyoming and an adjunct instructor in the Criminal Justice Department at Laramie County Community College. Kurt holds a Bachelor of Arts in criminal justice from the University of Wyoming (2000) and a Master of Arts in criminal justice from the University of Cincinnati's College of Education, Criminal Justice and Human Services (2015).
