VOCATIONAL REHABILITATION SERVICES
Independent Living Programs
The Department of Workforce Services' Vocational Rehabilitation Division also offers Independent Living Programs (ILP) which provide a variety of services to persons whose significant disabilities preclude short-term employment or employability. The purpose of these services is to enhance the ability of an individual with a significant disability to function with greater independence in the home and community.
Independent Living services in Wyoming are delivered through three coordinated programs funded by Title VII of the Rehabilitation Act of 1973 as amended.
Chapter 1, Part B
Chapter 1, Part B funds are received by VR. These funds are awarded to the State as a formula grant based upon population. The funds matched by State General funds (90% Federal and 10% State general funds) are then contracted out to the two centers for independent living in Wyoming, the Wyoming Independent Living Rehabilitation (WILR) Center in Casper, and the Wyoming Services for Independent Living (WSIL) in Lander. The centers use these funds to provide advocacy and case services for individuals with significant disabilities.Chapter 1, Part C
Chapter 1, Part C funds are applied for and directly granted to Wyoming 's two independent living centers. The funds are used to cover the majority of administrative expenses, support benefits, and direct client services. This program is 100% Federally funded. The Wyoming State Independent Living Council (SILC) provides technical assistance and advisory input to the centers. The input assists the centers and VR in establishing priorities for the services.Chapter 2
The Independent Living - Chapter 2 Visually Impaired Program (VIP) provides independent living services to specific individuals. It is for individuals over the age of 55 who are blind or have severe vision loss. The program provides support groups, orientation and mobility training, activities of daily living training, personal counseling, and the trial of adaptive equipment. This program is awarded to VR with a 10% required match. The match is provided by a combination of funds from VR and the agency contracted to deliver these services.
